I like mowing down people with the minigun though. Thus I suggest giving it to the Scout, making him even more awesome (not that he'd need it). The Heavy can have a bycicle as replacement. That way, at least he'd arrive at the front on time for once and would lose weight at the same time. It's really a wi-win situation.
Awesome finis! and maybe a lunchbox, so he doesnt have to worry about people stealing his sammich (except maybe for the spy, u never know with him!)
A lunchbox would make a great unlockable. But to balance it properly, I think it shouldn't be able to crit.
