If the Intel went back when being touched there would almost never be a cap, unless you manage to get it all the way from the enemy base to your own without dieing, and we all know how rare such occasions are. Ctf are usually enough of a stalemate as it is, there's no need to make capping even harder, thus punishing offensive people more.
I guess so, think the spawn time makesa huge diffrence on this matter.

Never palyed fastlane but it looks good, turbine is ace, love it in comp, where its been played alot, but not as much in pubs as you end up with 6 sgs on the intel :/

True, but that seems to be a general problem with ctf maps in pubs.
Apparently some of you don't agree, but I don't see anything that makes it's special. Just another long winded cp map. It's not particularly fast either so god knows why he called it fastlane.
