The default autobalance system in TF2 has always been a little problematic and fallen short of the mark.
Fortunately an improved autobalance plugin has been written for sourcemod and is now installed on HH1, HH2, HH3 & HH5.
The most important features of it are;
Balances teams faster. A player will not be switched more than once in 5 minutes Prioritization of players (e,g always prefers dead players over the living. medics low priority etc.) Forces the players to accept the team they are balanced to.
This will finally stop those idiots switching to spec so they can back to their winning team....
Might lose so long time players though - I'm thinking of 3 that always switch...

It is a pity that there is no skill based balancing to this system. Chances are it will pick a dead person and that usually falls on someone with a low KPD ratio.
