Done. Feels a bit slow though. Just a tad but it somehow feels slower.

The DPI is the "Dots Per Inch" the higher the number the more reads the mouse does over an inch of movement.
You should be keeping mouse speeds centred and adjusting the DPI as needed. This is the optimal way because the DPI change is often done at a hardware level, whilst the software will interpolate / discard reads with that slider setting.
As a guide I use 1600dpi at a tf2 sensitivity of 3.0

I wanted to work out what DPI you were currently using as you didnt know. You may have been using 2000dpi which is fine.
I would untick all except 2000dpi and possibly try using an ingame sensitivity of 2.6 to 3.5 it is hard to know what kind of turning circle you are currently using as you did not give an answer.
I would assume if it was 2000dpi with an ingame sens of 5 then it would be very high sensitivity. You would benefit from learning to lower your sensitivity slightly.
Since they were all ticked for some reason (like I said, I didn't touch anything), I have no idea what was being used.
I've unticked all but the first and tried setting it to what you suggested as well as the TF2 settings.
Since Steam went down for a while, I couldn't get a game tonight but I'll try it out tomorrow.

All you need to do now is verify that you can get over 60fps so that we know vsync is disabled and we can then move onto some TF2 setup tips. (FOV setting, hit sounds, weapon quick switches etc)
It is pointless giving gameplay tips until the basic setup errors are sorted. Your aim is well below average and getting these settings correct will help targetting / tracking enemies.

Will be interesting to see how you can cope with the pressure and accuracy.
- Disable mouse acceleration. - Make sure you have absolutely no vsync. Note that Windows Aero has build in vsync on every window so you must disable Aero if you're running TF2 in windowed mode.
