I would have thought the TF2 wiki would have been protected so it couldn't be vandalised. Or is that only in editing articles?
edit - Does this mean that if I map a TF2 map with TWO rooms, each room with a flashing RED light and TWO buckets and mops, I get a page on the TF2 wiki as well?

Nope, it's still there.
It's not vandalism. Wiki's are for public access / public contribution, that's the point of them.
I'm sure if you make a map like you describe you might get in the wiki too, assuming it's as beautiful as Sam's, which I doubt, as Sam's is an original 'n all that, anything else would just be a copy now

1) Aint vandalism, vandalism is degrading something that already exists, the article was created not vandalised, if for example, you deleted half of it, THAT would be vandalism
Besides, even if it was protected, thats just how awesome samsmap is
2) As said by others, trying to create anything akin to sams it would just be copying now...
