First things first, right click TF2 and choose "delete local game files" then go to your Steam Folder xxx\Steam\steamapps\youraccountname\ and there is the team fortress 2 folder, delete it too. And if you really wanna be shure go check if the team fortress 2 files in xxx\Steam\steamapps\ are also gone.
Then reinstall.

Ahhh... I thought local game files meant things like achievements. One wonders why they couldn't have just said "uninstall"
I guess the problem I had was that the graphics card in my new pc didn't originally work, so I had to use the card from my old pc and add the required drivers for that. It was actually worse with the old card in because the loading screen would be smaller and would be in the corner of the main menu and item icons were frigging tiny.
Of course when I got a replacement card and installed that card's drivers, well I think that may be what did it.
Reinstalled. Good news: no missing textures or models.....I think
Bad news: training mode crashes during loading. Can't access items menu (loadout etc) Can't browse server menu (all buttons greyed out, tells me I need Steam beta).
Yeah.....
Edit: Many thanks to Manta. We figured it out and it turned out to be a fault Steam client update. Updating it again made the game work.
