I'm sure Frog will correct me (wrong or not! ) but the vote either comes up at about 5 mins left on the timer, after the team swap on payload or after 5 - x rounds on 5CP maps, there might be a few tweaks to this due to certain maps etc
Doing it at setup may be difficult if its still 0-0 on a 5cp map...
Exactly that. Anything more is asking for something that is logically and logistically impossible. Be glad that at least weapon select buttons are no longer blocked.
