It's all about Quickplay and the fact that the vast majority of people (full members included) will never make an effort to start a non-Quickplay server. That's not having a go, it's just true.
Unless of course there is more to be said?
p.s. HH2 is Quickplay, ala random crits and random damage ala THG & Uberium.
It takes almost an hour to get it from 0 -> 24 players, which isn't worth it, since it only stays full for maybe 2 hours on a good day... meh
Most of the time it doesn't even get to 10 players. I'm not going to gamble 1.5 hours on a nearly empty server when chances are low that it's going to get populated.
I like srspub. Other servers.... they don't have good Medics!

I'd also rather play on HH1 than on any other pub server, but when the other decent ones mentioned all have >20 players and both main HH servers are empty...

As a 6v6 player, I hate playing most 5CP maps in pubs. More PL, A/D, and KOTH suits an ever-changing team of 12 largely non-communicating players much better. However, as I'm not representative of HH servers' main traffic I don't think the maps have anything to do with the lack of traffic.
When the next big update hits I reckon at least one server is full every evening for a fortnight; this isn't a chronic problem, only an occasionally recurring one.
