I could labour/argue that point along the lines of if it's not people's favourite PL map they'll pick a 5CP they like but I shan't.
My point in the end was that yeah, clearly the server population doesn't want PL as much hence it doesn't get played as often (or support on its own). As for why, that's an interesting one and I'd love to know why. Not sure that'll ever be able to be found out though!
Speaking for myself, I don't enjoy meat grinders which is what i view PL as. The layout of maps and will often devolve the game into a spam fest devoid of tactics, 5cp (until the last cap i admit) has more diverse gameplay soley because both teams have to attack in order to win, not build 3 sentries and spam arrows, rockets and grenades at the single choke point where the other team have no way of avoiding them.
For the most part PL does not bode well for scouts either.
I love PL too and would like to see more maps voted for. However, there's certainly a bias against PL maps here, so it's a rare days when they get voted for.

On the contrary, in public servers 5CP turns into both teams bashing their heads into each other, whereas in PL you're more likely to see different strategies from the attackers or defenders, and much more coordinated work thanks to the incentive of the cart.
I've been looking for one too, PL is my fav game type.
I've not had much luck finding a good one though.
I quite like the way parts of a PL map can be well defended, a decent attacking team needs to come up with a plan to break through. The same sort of thing can happen on a 5cp, but it is much rarer - the maps are generally much more open.
There are no game types on pub play that require any form of coordination or planing on either side. It's a spam fest regardless of how you wish to glorify one game type in particular.
