At the risk of indulging the never ending story that is to vanilla or not to vanilla, I think it would be a thankless task try and automate this.
A far more accurate gage would be a bit of admin intervention, if say the usual faces are on and towards a particularly onerous PL map, someone with the power pipes up in chat "who fancies a medi-locks 5cp next map?" and if the general view is "yes please" then so be it.
Calling it 'TF2 Vanilla Classic' - First generation medic unlocks only.
There is a vote at the beginning of every map for 'TF2 Vanilla Classic' mode. Once you have voted your choice will be remembered for all future maps. On a 50/50 split the mode is disabled.
You can change your preference at any time using the chat command !classic or /classic.
|H|H| admins also have the option of loading the 'TF2 Vanilla Classic' mode config, via Server Commands > Exec Config in the Sourcemod admin menu.
'TF2 Vanilla Classic' is disabled by default and will initially be disabled when a new map is loaded, regardless of if an admin had enabled it on the previous map.
Only done minor testing, so please report if anything is broken.

Re: |H|H| TF2 Server Configuration Rethink?
Thanks for this frog. Next step is to see how this pans out. It will be interesting to see the vote counts for and against. Will give us a good idea if we should head the other direction and go with all unlocks and maybe even random crits, thereby opening HH1 up to quickplay.

With the stock weapons only, the poor old pyro, never a really effective class anyway, becomes only really useful for spy checking and waiting to be shot.
I've got to agree with my friend in the rubber suit.... Most classes work fine out of the box but the pyro does not.
Depending on opinions, time and whatever other factors crop up. We could always wind the clock forwards to span the era from October 2007 to August 2008, so to include The Pyro Update, which was 2nd to the Gold Rush/Medic update.
