Caught a bit on the BBC tech news today. Gabe Newell says that Windows 8 will be a disaster for PC Gamers.
Caught this bit at the end of the article:

Of course that's the fools way of doing it. Everyone knows spending all your money is where it's at. You're being forced to do so anyway, it's how Gabe envisioned things in the first place.

I think he means because hats drop so rarely and even if you play 20 hours per week it still takes multiple weeks to gather up the metal to craft a hat, and even then you probably won't get the one you want.
Thus, your only realistic option is to buy it. (Excluding trading rings/sites etc.)
