When all 24 slots on a 24 slot \|H\|H\| TF2 server are used, you will not be able to join by any means. When all 32 slots on a 32 slot \|H\|H\| TF2 server (HH4) are used, you will not be able to join by any means. The only case where it is possible is via console with MvM servers, but that is due to how MvM works with the TF2 legacy.
