2 letter limit on HH#2 in chat

No idea why, but everyone bar a few seems to be unable to type anything more than 2 letters a time in chat, be it team or say.

It comes back with a message from [SM] saying "You are flooding".

All HH TF2 servers were running an anti-flooding plugin which is designed to stop people from spamming binds for trades, etc. repeatedly.

For some reason it is no longer functioning as designed, perhaps due to a recent TF2 update, but at this point I don't know.

The plugin has been disabled.

I propose admins kick/ban people who spam trade requests.

Just too bad admins are never always on.
I still see the odd trade request sometimes.

Nothing so wrong with a trade message, but repeatedly spamming trade messages within the space of 5 minutes can be very annoying.

This plugin will remain disabled until there is a fixed or I have to time to look at the source and see what went wrong.
