Gave it a good go. And basically, it seems to be a worthwhile addition. But don't bother if you don't have the previous 3. You'll need the previous races to get the most out of it.
Of the 2 new sides, the Adeptas Soritas (Sisters of Battle) and Dark Eldar, you only get the Dark Eldar in the demo, which are a lot like their less evil cousins. Weak survivability, but powerful offensive ability. But I don't really like playing Eldar much so I didnt find the DE much to my taste either. It's very much a case of destroy the enemy before they destroy you. And as some previews have suggested, you do have to micromanage just as much as the Eldar. The piss poor armour of troops mean you constantly need to hover over the reinforce button. Using overwatch is certainly a blessing, but makes little difference because as soon as your squad is full, someone else dies and it needs doing again. On the other hand, their vehicles are pretty powerful, and the armour on them is fairly decent. The super-unit is a sort of hovering death carriage, with 2 large breasted slave girls sitting in the middle of it. Big boobs and guns, huzzah! (For our female patrons, I respect women in every way and us men are scum. Slimey scum. Like the pond kind.)
Flying units aren't all that impressive, and are effectively a vehicle that can travel over any terrain. No airbase or similar support structure needed. Just build it and it will hover stationary.
I didnt find the soul powers the DE get to be all that helpful. Getting enough souls was easy, but the recharge rates, in place so you don't spam them, is far too long on some of the more useful ones. And even then, the soulstorm ability seemed to need its entire timelimit just to kill a single squad. Even Scouts didnt go down easy. And be warned, much like the Tau, apart from listening posts and a repulse ability for the soul resource buildings, they have no defense turrets.
But the best way to judge is to play it yourself. I must say to intro movie was quite good. It's similar to Dark Crusade's in that it uses the in-game models, but I think this was pre-rendered as some models seem to have normal maps. I'd still prefer to see a pre-rendered masterpiece like the original DoW intro, but it's only an expansion, so I can let that one go.
