Plug it in?

Have you enables it in steam settings/voice and wacked up the volume. It willl show you if it's receiving a signal when you talk.
check the your windows audio properties and make sure the mic isn't on mute.

well i recently had a virus which messed up my control panel and now it does recognise that it is there but when i test it out nothing appears to be transmitting.

i'd suggest formatting and reinstalling your pc then dude. find its the best thing to do after being infected.
