And that firewall? What kind of router are you using? I want to help you, not vice versa. So please provide me with as much information as you can.

Got another pc you can try on the same net connection? Youre not using wireless I take it? If so try wired. If you have a switch or wireless router connected to your modem disconnect them and connect your modem directly to your pc.
@ cmd prompt (run as administrator on vista/7) "netsh winsock reset" (without quotes) to reset your windows firewall.

Looks like the problem is resolved (everything works, not just basing it on the tracert), I blame my ISP (this one time!)- I made a thread containing no information because A. it's not my firewall (I take offense at the question ) B. it never is a problem on my end (seriously) and, most importantly, C. I read about that TF2 specific problem (I thought on here) before and was expecting to just get linked to that. I swear I didn't just make a half-assed topic in a mad panic!
Thanks for the effort though, all of you. It's hard times when you realize that for the first time in several years your ISP is letting you down...I was in denial. Sorry.
