There's an option somewhere in the settings which lets you run everything as admin by default, but I can't remember where it is now, i remember it not being easy to find...will have a hunt now

Most games does not follow the Windows design. Neither does Steam actually.
Microsoft decided that when something is installed in Program Files, it should be read only. All write access requires admin access. It means that a program cannot alter other programs for example, such as with a virus. It also means that its bloody frustrating to make manual alterations to your software. But It's a good move I guess, albeit it complicates things.
Configurations should go into the hidden AppData folder and the Documents folder. Bioware games follow this design; you add all mod content to your Documents folder. Thus no security issues.
Next time you install Steam, install it somewhere else. It makes EVERYTHING easier. Some games doesn't even work when installed in Program Files, such as STALKER. (It cannot save because Windows won't let it, so you need to set up permissions and what not manually)
I wonder why you are not Admin however? Usually you just have to authorise yourself as Admin, that's at least the default install. Otherwise, if your account is not admin, you should be able to pick an admin account and write its password in order to gain admin permission.
It's the ownership settings in Win7. Technically, even as admin, you dont have full control over the Program Files and Windows folders. You can change the permissions. It just means that UAC wont prevent a third party program (be it a legit or a virus/malware) from changing anything in the folders.
