I have a huge ping problem that I encountered today, basically, I have 200+ ping on most servers outside my country, with exceptions being HH3, HH5 and servers running any kind of mod(Saxton Hale, Warcraft, Ammomod, Zombie's, etc.)

All programs that might be using the internet are closed even though I normally play around 90 ping while downloading torrents.

I don't know if you are still having the issue and given the fact nobody answered, but have you tried running tracert command and tracking the route? You might find the source of the problem there.
