have you by any chance been fiddling with the advanced 3d settings in the catalyst control centre?
If no to the above look in the advanced settings of tf2, experiment with the settings in there - one setting at a time and see what works for you - given the specs of your card i'd look at lowering something like anti aliasing if any has been set, if that yields nothing try setting textures to 1 step lower [again 1 at a time to see which works best for you].
Thirdly what's wrong with 40fps anyway? anything down to 25 if perfectly playable - after all you standard definition tv has run at that rate for years!

Standard definition (HD is also @25fps so not sure why you are picking on SD) does not appear to be jittery due to camera blur. Most PC games do not have a blur filter so they look considerably jittery at 25fps (in order to do realistic blur you would have to buffer a couple of frames causing bad input latency).
I really cannot stand running anything lower than 60fps. Competitively as a scout you are at a huge disadvantage.

Ok granted on your frame rate argument for fast paced stuff as a scout - I just remember trying to play games on my 486 at such poor rates - 60 fps may give you a competitive edge in fast paced games but its certainly playable by the standards we used to play by - our little psxs certainly didn't blur anything, and with SD [PAL/NTSC] the refresh is interlaced giving a blur effect to the eye, along with the HDi formats - progressive scans on pcs or HDp formats don't help with this.
I thought HD formats, at least most of them stored on media ran at 30fps... seems idiotic of those who set these standards to have paid little attention to the framerate - after all who can detect definition if it's blurred!
