Norton is a resource, always has been, although I haven't gone anywhere near recent versions so can't say for sure that this is still the case but it wouldn't surprise me to find that it still is.
Well, I've bought mine here in Brno, Czech Republic so I doubt you will come here to buy it. It's a Zalman NC2000 cooler. If I were you I'd buy http://www.zalman.com/eng/product/Product_Read.asp?idx=399 (dunno how much money you've got to spare). You can buy it from here and if you didn't get that compressed air can (or you haven't taken care of that dust) you can buy it here too.
One more thing, have you managed to do something about that dust? Has the elevation helped? If it has, then the cooler is the right idea. Could you give me some more info about your temperatures w/ and w/o the books, please?
Just get that compressed air can from your local whateverstore already.

Re: FPS Spike Issue
Took the vacuum cleaner with a brush attachment to the innards of my laptop (had to find the mini screwdriver from my Christmas cracker to get it open too), and it works again.
Well, that was the second option, I didn't mention it (although I do that too) because some say it's risky to clean it with a vacuum cleaner and I didn't want anything to happen to your notebook.
