Obviously "stutter" isn't a helpful word, I'll describe.

No matter what server I connect to, this problem persists for me. During any game, I get persistant moments that makes it quite hard to aim, reflect, dodge, and everything else. The game just seems to be "revving". I'll get brief moments of smoothness, followed by a moment of slow down and then it'll skip ahead again.

I'd previously "fixed" the problem by purging my .cfg settings, but the issue returned about a month later and the .cfg purge hasn't worked this time around (I could have gotten the purge wrong!).

Ping is fine (19 on the board, 60 in net_graph), FPS is fine (40-60), but the net_graph looks a mess.

Does this look good or bad folks? Any suggestions at all? :(

That can be related to choke..

What is your rate set to in the console?

Defaults as far as I know (unless a server I frequent changes it without me knowing?).

Used to run a recommended cl_xxx for a "good" connection, then the "stutter" started so I reset back to normal. Fixed it before, but not this time. Will double check them in a sec.

I would always set a rate between 40000 and 60000 depending upon cl_updaterate and cl_cmdrate value

Yep, settings are at default currently.

rate 7500
cl_updaterate 20
cl_cmdrate 20

7500 rate is just not enough for a populated server.

Try the following:
cl_cmdrate 33
cl_updaterate 33
rate 40000

Tweaking the cmd's helped ease the pain but I was still having problems.

Took a look at the wiring in my network and moved my LAN cable from one port to another in the switch I have upstairs.

Bit more fine tuning and it's back to the smoothness I enjoyed before. :)
