This has already been tried by Codemasters' anti-piracy law firm Davenport Lyons. They sent net users multiple demands for hundred of pounds in damages from people for distribution of Colin McRae DiRT for the Xbox 360. These people were targeted via tracking of thier IP after having been detected by Davenport Lyons for the illegal distribution of said software via torrents. Problem was however, that many of the IP's they targeted were "pooled" i.e. shared (as is mine) and they ended up not only sending demands for money to the wrong people but also ended up looking very stupid. Davenport Lyons have since been dropped by Codemasters and all demands for money retracted.

My BT connection has suddenly halved (more than) recently now ice startd experimenting with torrents (torrents or not)

I'm on a dynamic IP too. Good for a certain amount of privacy, but when you get places banning by ip range it can bugger you up.
Had it happen on wikipedia. I was just about to casually edit something when I found my ip range had been banned from editing for a few hours. It was because some saddo had been constantly editing the page about manchester and putting unsavoury material and insults up. Logging in got round the problem, whereby I found I wasnt the only one affected.

And no, it wouldnt work. The ISP's have already said they don't want to be doing this, and I'm sure an intrepid bunch of programmers would quite easily make software that gets around any new measures put in place.

They're already doing that in Denmark. Every single movement on the Internet is recorded. However, it's is most unlikely that they can make any sense from the traffic that they have recorded, and its most likely a big money sink in my opinion.

Also, i do not believe it will stop any terrorism. If terrorists are planning anything over the Internet, they will encrypt their connections, and by the time the encryption has been broken the terror would have been committed. 128 bit encryption, which is available today easily, would take months if not years to break. Also, there is many services out there that bypasses the system, hence not even making the system able to record any information being done.

Big Brother blows - the real criminals will avoid it, and those who's not criminals will have their privacy destroyed.
