Steam Gift Sending

So, since this is an international community, somebody probably has the answer to my question.

I want to buy the Rockstar Games Package for my brother, but it is not avaible in Germany. Is it possible, that one sent it as a gift for me when i change the download server f.e to UK ?

You dont need to change the DL server. And yes, it is possible to get it as a gift since I got the ID package which is banned here.
