All you have to do is join The official Rockstar Steam group before the 15th of May.

It apparently won't be gifted to you right away but sometime 'before the 29th'

Also when you do get it possibly won't run on Vista/7. Get the fix for that here.

Still, a freebie is a freebie. :)
