Did some research, and all I found was a forum with this:

Well the original thread this came from was named cut/dropped boss or new? I think. This is the only file that anyone could find relating to the screamer where as all the ones we know about have multiple other files of course. So I wouldn't hold ya breath, maybe valve might revisit it in the future though.

Yes, according to the developer commentary the screamer was designed to just run around laughing like a madman and as soon as he spotted the survivors he would run off. Shortly after he would growl real loud resulting in the survivors being rushed by a huge horde (similar to car-alarms) so the survivors would've had to chase him and shoot him before he starts growling.

Apparently that concept was too complicated for newer players in that they wouldn't exactly know what he does, how to handle him, etc. the first times they meet him.

Instead they decided to cut the screamer and gave the boomer the ability to draw hordes of zombies while keeping people on their toes and aware they should use their heads instead of just shooting everything.

Sounds good, hopefully when they get round to adding updates it could go in.

This guy was dropped in favor of the Boomer, this however needs to be in the game.
