The thing is, even 1v1 isn't really representative when it comes to gamesense, grasp of crucial concepts, situational awareness, etc. so I'd just set a specific format (poll?) and work with the people signing up, that way you still have a fun cup/ladder but without the need to find a setting that will satisfy everyone and awards one person with a meaningless title.

If you really to find out is best then 1v1 duel map is the way to go. Using ingame points to rank is quite arbitary as too many factors beyond a players ability determine how many points they get in a game. Banning league players because they are good at certain class spoils the point of this aswell.
Highlander matches are a good idea for a community event.
Pretty much how I felt aswell, there are duel maps already for matches like these (duel_duel2_pro).
Banning league players defeats the point imo.
If you dont want a super long tourny with several 1v1 games you could consider playing games on maps that signify that class. CP_Turris for sollies, bball for demos/sollys, pyropaintball/dodgeball for pyroz etc. :S
The whole thing would only work for a few classes, scouts, soldiers, demos, maybe snipers and determined combat medics, the rest is just too unlikely - pyros might as well just go shotgunning, engineers are out of the question, it's unlikely even 6 of them take down a few sentries, spies will come down to lucky ambassador shots, heavies whoever spins the barrel first. The game is just a bit too team-oriented for this.
Duels might work a little more for all classes except for engineers.

There is no burning, no spamming, very rarely are there random crits, its just head to head combat. And it takes skill to beat another pyro in that especially if you are lower in health. The Pyro backpedalling wins. Assuming one doesn't get the jump on the other it usually comes to down shotgun wars anyway because the first person to try and get into flamethrower range dies.
Pyro Paintball is a lot of fun, but its not exactly standard Pyro play either. As people have already pointed out, 1v1 or class vs class is not representative anyway. Anybody could win Pyro vs Pyro, and thats not to say it doesn't require skill, its just that people with 1000 hours as Scout and 10 as Pyro could do pretty well against somebody with 1000 hours of Pyro.
ENEEWAI. Best to let the people who want to play Pyro vs Pyro decide.
I couldnt disagree more like i always do with pyro related topics. If the backburner is involved there is a certain skill when faced head to head with another pyro, but sure ill never win the argument so ill stop it there before it becomes a spam fest.
Extra is trying to sort out his computer at the moment i think, so im not sure where this is going,

I'd sign up if it was a 1v1 cup or ladder. The proposed formats don't appeal to me at all though tbh. I think you'd get a lot more signups with a simpler, more conventional format.
Stick a poll up on the 1st post to see what sort of format most people want.
ie, A. Craki's format B. Extra's format C. Both their formats D. 1v1 ladder E. 1v1 knockout F. Something else

theres always that best in class map, if you really wanted to decipher who was best individually i think that map or 1v1 is the best/only way to do it, at least moreso than highlander or all same class matches as these still both rely greatly on the rest of your team. however that wouldnt be any where near as much fun imo, i like the idea of both tbh altho running them like a co-comp could be a bit too complicated.
just a straight up highlander comp no frills would rock
maybe then the same teams going at it in a comp of all same classes something like: all scouts 1st round, all sollys 2nd round etc...or maybe if it was arena you could have a best of 9/18 rounds cycling through the classes, that could be awesome altho would probly defeat the point of it being best in class lol, still be fun
