It's horrendously overpowered and a bad attempt at making it viable. It sucks that you have to look directly at it, without looking a single centimer away, or you will suffer 4 hp/sec health drain, not even medics can survive it, and the only ways of survival are health pack hogging, medics and dispensers, but regular 'stay out of melee range and you don't lose health' doesn't cut it, rendering almost all tactics useless.
And once you're forced into looking at hale what can you really do? Tauntcrits don't work and hale still has a lot of health, so even if you're constantly tracking him it's a pain in the butt. The only viable tactic I can imagine is going all sniper.
Please remove or heavily rework it, because nobody is enjoying it.

First of all it's a beta and the plugin that supports it is still in development and is being testing solely on this server.
It uses a different paradigm to play as, and against. If you don't look directly at the boss, then you slowly lose health. The speed of the boss is affected by the amount of players that are looking at it. The more players that are looking at it, then the slower it can move. Also whilst players are looking at it they regenerate health.
You have to work together and work out a method to defeat it, rather than just employing the standard camp and spam 'strategy'.
It's just one of 93 bosses. It's not going to be removed, so you'll just have to cope.
Surely a nasty strategy to win as this boss is to hide for most of the round, let medics and other classes heal themselves to death, and having suffered almost no damage sweep later for the cleanup of the team. In big maps, it's actually quite hard to find the boss and start attacking it straight away, and a long time can pass before you first get to see it.
This might mean your death when facing this boss, even if you're actively looking for it.

And since regen seems to work at the same rate as the health loss you need to be staring at hale over half the time, which is near impossible and really requires great tracking, and only hitscan classes really profit from looking straight at something.
I think that the health drain should only apply at a certain time after the start of the round (e.g 30 seconds) so that players have a chance to get to the Weeping Angel before they start taking damage.
