You must've made a mistake, it's 100% the right location. 4 Files should be in C:\Program Files (x86)\Steam\steamapps\common\Team Fortress 2\tf\download\materials\models\parachute, pack_carbon.vmt, pack_carbon.vtf, parachute_carbon.vmt, parachute_carbon.vtf. If all 4 are in there and it's still coming up as pink and black squares then you're a bit screwed.

I just put i the folder that you gave me, and I don't have only 4 ^^'

The second directory I gave you for the materials is different, look at the file path THOROUGHLY and put the files ending in VMT and VTF in there.

Can I know what OS you're running on, it's strange these things didn't download for you.

For the Amplifier, extract the attachment Amplifier_model into
C:\Program Files (x86)\Steam\steamapps\common\Team Fortress 2\tf\download\models\buildables\amplifier_test
and extract the attachment Amplifier_materials into
C:\Program Files (x86)\Steam\steamapps\common\Team Fortress 2\tf\download\materials\models\buildables\amplifier_test
