I'm experiencing an issue on the FF2 server, I appear to be missing the soundpack with oneliners that the bosses make. Even though I have them turned on, I still hear nothing... Is there any way to download the sounds pack seperately?

The sound files should download when you join the server for the first time. If you have them but they don't play go to "program_files/steam/steamapps/common/team_fortress_2/tf/sound" and remove "sound.cache". If you don't have them, go to Options > Multiplayer and "Allow all custom files from server".
