Same goes for me. I've popped in to deal with some people a few times before. And if nothing else, the admin you contact might be able to forward your cry for help to another admin.

And the 2nd part is exactly the point where the server has it's flaws. It's nothing against you guys (admins), it's the community that knows exactly when they are able to troll and when not.

Personally I'm in favor of having votes; !votemute and !votekick. Set the bar at 60-70% and most of the problems are solved. The 60-70% solves the "abuse" part and otherwise you still got the admins on the background taking measures against abusive use of these commands.
