I've tried both solutions now and I'm still crashing at the MOTD, and Adobe's website still says I have 11.5.31.139 even after installing the .146 version you supplied.
Ok, I'm going to suggest an alternative approach for you.
I'm going to assume that you are using a 32bit or 64bit version of Windows 7.
If you are using 32bit, then go to C:\Windows\system32\Macromed\Flash
If you are using 64bit, then go to C:\Windows\SysWOW64\Macromed\Flash
Inside that folder you'll find a file called something like FlashUtil32_11_5_502_XXX_Plugin.exe, run it and it will give you the option to remove Flash player from your computer. There should only be one file like it.
At the end of the installation, select the 'Notify me to install updates', rather than the automatic update option.

It's says .139, because I think you are using Chrome for browsing the web, which has flash built-in to it and is usually a few versions behind. Everything else, including the hl2browser will use the version that you have installed on your PC.
(It's something that I'd overlooked in the instructions in the OP.)
Just in case of confusion. It doesn't matter what browser you are using. The issue is to do with the web browser built-in to TF2 (HL2 browser) and the Flash player plugin.

Same here using chrome, with tf2 crashing all the time. Thanks for trying to find a solution, and here's hoping you find one that works, Frog. It only actually seems to do the crashing when a video ad comes up. Yesterday there was no video ads at all and I connected with no problems everytime. I rejoined today and then boom, a video ad appeared to try loading, stopped, then hl2.exe crashed. I imagine this is what the whole thing with flash has been about but I guess it helps to clarify.

Hey frog in the steam web browser or hl2 browser or whatever it name is it says i have version 11.5.502.146 and in your browser box says Google Chrome. Hope this helps
I should probably say that there is usually a 2-5 second delay before the game crashes. I imagine that'd give us time to escape the impending doom of crashing but the ~20 second wait time prevents moving past the motd, and thus what is seemingly the cause of the crash.
